4. Development Phasing
Define a realistic first phase, then plan access, water infrastructure, planting, facilities and accommodation. Assign a budget to each phase and establish the conditions for progressing to the next.

5. Ecological and Social Impact
Protect and restore soils, water systems and habitats. Integrate local employment, training and sourcing. Establish baseline conditions, objectives and indicators to monitor progress.

6. Investment Dossier
Bring together the concept, plans, financial projections, funding requirements and proposed use of funds. Present the management approach, risks and outstanding approvals to support discussions with potential investors and funding partners.
